Can we lift someone else?s credit report?
Absolutely, as good as there have been a series of resources when we ought to. Consumer credit reports as good as credit scores can yield profitable discernment in to an individual?s finances. With them, we can revoke risk, save income as good as even assistance someone equivalent trouble.
Permission as good as role to pull
Before we even try to examination another?s credit file, however, we should know a rules. In most cases, you?ll need accede from a alternative chairman prior to pulling personal data. ?The Fair Credit Reporting Act (FCRA) allows an particular to entrance another?s credit inform if they have a credit authorization,? says Jeremy Maher, owner of a credit preparation module Credit Repair Doctor. You?ll additionally need a ?permissible purpose.? In general, this equates to a bona fide commercial operation reason, such as charity someone a loan, practice or a home. Other FCRA-approved reasons embody assisting someone ensure opposite rascal or validating a monetary resources of a chairman in a kid await case.
In a couple of circumstances, we can check yet authorization, such as when you?re postulated that movement by a supervision group or justice of law or to entrance a teenager child?s file. The same is loyal if we have energy of attorney, that allows we to have monetary decisions for someone when they?re physically or mentally incompetent to do so.
Ultimately, there is a vital disproportion in between asking a chairman to share a credit inform with we as good as essentially pulling it upon their behalf. You do not need to follow a FCRA in a former situation, yet we do in a latter. Ignore these manners during your peril. If we take someone?s credit inform illegally, that chairman can sue for indemnification with fines up to $1,000 as good as hook upon attorney?s fees, too.
Assuming we have a grave go-ahead, we can get a reports without delay from possibly a credit bureaus (TransUnion, Experian as good as Equifax) or around AnnualCreditReport.com . Unlike a bank or alternative commercial operation that has proceed access, you?ll need to yield a substantial volume of a alternative person?s marker details. This includes authorised name, home address, Social Security series as good as date of birth. Additionally, says Maher, you?ll additionally be educated to answer such questions as: ?What was a name of a bank we had your automobile loan by in 1998?? as good as ?What is your stream remuneration upon your home debt by X bank?? So, unless you?re arcane to that sort of information, you?ll substantially need a chairman permitted during a process.
Depending upon a circumstances, we competence additionally wish to take a demeanour during credit scores, too. These numbers suggest an evident denote of a person?s risk turn during that moment. Most lenders operate FICO scores , that operation from 300 to 850. As with reports, you?ll have to get a person?s impasse as good as capitulation prior to access. And a scores aren?t giveaway ? we or a particular will have to compensate about $20 during MyFICO.com .
When to check as good as what to demeanour for
There have been 7 times when pulling a credit fate far-reaching open creates sense. But to have an correct assessment, we should additionally know what to concentration upon for any situation.
To ensure opposite temperament burglary after your associate has died. Sadly, fraudsters (and even a small family members) have been good known to aim a temperament as good as credit of those who have died . You can forestall this from function by alerting a 3 vital credit stating bureaus as good as requesting a credit files as shortly as possible. These thieves lend towards to set upon in a evident days as good as weeks following a death. To benefit entrance to a deceased?s credit files, you?ll need to contention an strange of a person?s genocide obligation as good as minute personal marker inform (which competence change by credit bureau). Also, ask that a ?do not emanate credit? footnote or credit solidify be combined to a report, as good as that we wish to be told if someone attempts to open an comment in his or her name. To see if your child?s credit has been compromised. Is your kid removing credit label solicitations in a mail? If so, we competence wish to hit a credit bureaus to check for rascal . Identity thieves infrequently aim minors, as good as you?ll wish to find problems prior to your kid turns eighteen as good as starts requesting for tyro loans or if we wish to supplement him to your credit label account. Mistakes can additionally happen, warns Mahar, such as your credit story looming upon your child?s inform given we share a same name (especially if your son is a ?junior?). Identify any comment that shouldn?t be there as good as brawl them with a credit bureau. You typically cannot lift a credit inform online for a minor, yet will have to call a credit bureaus directly. If we consider fraud, you?ll have an simpler time accessing your child?s credit reports (if they exist) by contacting a ID Theft Resource Center . Concern about an aging parent?s finances. Children aren?t a usually desired ones who can aver a credit inform check. Senior adults have been additionally standard targets of fraud. Zero in upon loans as good as lines of credit that your mother or father never sealed for or upon scarcely tall balances upon bona fide accounts. Thieves or alternative unpalatable souls infrequently remonstrate a aged to open latest accounts or to supplement them as co-signers or users. ?While we can?t lift out [your parents] or their actions, anticipating this out early as good as indicating out what has happened competence remonstrate them they have been hoodwinked as good as forestall them from we do something similar to that again,? says Wayne Sanford, boss of a credit consulting association New Start Financial. If we be concerned that your relatives have been requesting for pointless cards or creation undiscerning charges given they have been pang from dementia, check a reports for justification of that as well. To see a report, we will need to acquire energy of profession or court-ordered guardianship, as good as yield that support in essay to a credit stating agencies. When employing someone. As a solitary proprietor, we competence be in a marketplace for a small help. Before employing an employee, we can ask to see a latest duplicate of her credit report, generally if she?ll have entrance to your supports or in isolation information. In most cases you?ll wish to see a lane jot down of well-managed accounts. However, says Hankins, ?If you?re seeking for a encouraged salesman, tall debt competence essentially be advantageous. He competence be encouraged to sell for we only to compensate it off.? In further to a credit report, we competence additionally wish to run a credentials check, says Tracy Becker, boss of Northshore Advisory, a credit preparation as good as replacement company. ?You can lift singular information. such as rapist records, open annals as good as even find date of birth, addresses as good as any aliases that particular competence have sued.? Background checking companies similar to Snoop Station as good as US Search yield singular inform for giveaway as good as some-more endless interpretation for a fee. To see if your sweetie?s a keeper. Relationship removing serious? Take a demeanour during your intensity hold up partner?s credit report. Since you?ll be merging finance management , guidance how he or she?s been handling income is essential. You competence be means to forgive a bit of debt or a longed for payment, but, warns Sanford, ?if we see a unchanging settlement of hideous payments, afterwards that should be a outrageous emanate for you.? Besides large credit label balances, Sanford says to demeanour for dungeon phone as good as application check collections as good as automobile repossessions. Oh, as good as wish to live or buy a home together? ?If we see an unit collection, assimilate that a debt lender will substantially not give we a loan.? The most appropriate proceed to we do this is to possibly have your dictated benefaction we with a stream duplicate of his or her credit inform or we can both set in reserve time to lift as good as examination your credit reports together. You consider your associate is cheating. No need to sinecure a in isolation eye; justification of a partner competence be suggested upon a credit report. Scan it for latest accounts during featured item stores similar to those that lift especially slip or oppulance equipment for that you?ve never been a beneficiary. It competence be as elementary as a latest credit card, says Sanford. ?Why did he get it? Why is a check starting to his work residence as good as not home?? Legally, we can?t entrance a spouse?s reports in tip (though most a questionable partner has finished so), yet we positively have a right to direct it be incited over for inspection. Considering a intensity roommate. Landlords as good as structure managers mostly ask credit reports prior to commendatory a tenant. Prior to bringing a foreigner in to your home as a roommate, we competence wish to do a same. Focus upon current, not comparison issues. ?Concentrate upon longed for payments as good as disastrous equipment over a past a singular to dual years,? says Mahar. ?If they had a monetary emanate three-plus years ago as good as their credit has been purify given then, those monetary problems have been substantially in a past.? Again, a preferable proceed would be to ask to see a latest duplicate of a credit inform rsther than than pulling a inform yourself, even if we have permission.
Verify prior to jumping to conclusions
One last thought: Don?t be as good reckless in sketch conclusions from a credit report. Credit reports as good as scores aren?t updated overnight, as good as most enclose errors.? According to Hankins, it?s usual for people celebration of a mass alternative people?s reports to weird out unnecessarily. ?Your emotions can inundate your judgment. If an comment is closed, infrequently a bureaus competence still uncover it as open,? says Hankins. ?Then we say, ?You told me we sealed a accounts, we lied to me!??
So when regulating consumer credit reports to delineate conclusions about someone?s borrowing as good as repaying habits, ask a chairman about what we see that?s alarming. Let a inform open a conversation, not close it down.

USDA Forest Service ? Southern Research Station
ASHEVILLE, NC, March 21, 2012 The USDA Forest Service's Eastern Forest and Western Wildland Environmental Threat Assessment Centers recently unveiled a product that helps natural resource managers rapidly detect, identify, and respond to unexpected changes in the nation's forests by using web-based tools. ForWarn, a satellite-based monitoring and assessment tool, recognizes and tracks potential forest disturbances caused by insects, diseases, wildfires, extreme weather, or other natural or human-caused events. The tool, available at http://www.forwarn.forestthreats.org, complements and focuses efforts of existing forest monitoring programs and potentially results in time and cost savings.
The prototype version of ForWarn has successfully operated since January 2010 and uses NASA MODIS (Moderate Resolution Imaging Spectroradiometer) satellite imagery to recognize and track changes in vegetation across the nation, providing a near-real-time view of potential forest disturbance and recovery. ForWarn uses a web-based map tool, the Forest Change Assessment Viewer, to provide an 8-day coast-to-coast snapshot of the US landscape, interpret images, and create geographically relevant maps. The viewer allows users to explore and share recent and archived forest disturbance maps.
"ForWarn epitomizes the type of product envisioned when the Threat Assessment Centers were created," says Danny C. Lee, Director of the Eastern Threat Center. "This tool literally puts space-age technology into the hands of forest resource professionals. It's a remarkable collaborative achievement." The Eastern and Western Threat Centers are jointly supported by the Forest Service's National Forest System, State and Private Forestry, and Research and Development.
The Eastern and Western Threat Centers, NASA Stennis Space Center's Applied Science & Technology Project Office, and other federal and university partners developed ForWarn in response to the Healthy Forests Restoration Act of 2003. The Act specifies development of a comprehensive National Early Warning System to detect potential catastrophic environmental threats to forests. ForWarn is a strategic research component of the National Early Warning System and is currently being tested by federal and state forest and natural resource managers throughout the country.
"We are excited to unveil ForWarn and the Forest Change Assessment Viewer, intuitive products that use advanced technology to provide a current look at forest changes and help focus on-the-ground response efforts," says William Hargrove, Eastern Threat Center lead ForWarn researcher. "Our goal is to help natural resource managers, scientists, and other decision makers better identify, understand, and react to environmental disturbances. We will continue to refine and update these tools that will help guide activities and resources in impacted areas."
Joe Spruce, lead scientist on this project at NASA Stennis, says that ForWarn provides "the USDA Forest Service and its partners with vital broad-scale information on the location and extent of regionally evident forest disturbances, helping resource managers conduct more detailed aerial and field surveys." He continues, "This effort is precisely the Applied Sciences Program's mission to move NASA science to operational users for real socioeconomic benefit."
The Eastern and Western Threat Centers are currently offering webinars on ForWarn and additional decision support tools. Sessions provide a ForWarn overview, highlight a variety of forest disturbances detected during the 2010 and 2011 growing seasons, and feature Eastern and Western Threat Center scientists demonstrating the tool's ability to retrospectively examine forest disturbances detected during the prior two years. Contact Bill Christie, Eastern Threat Center GIS specialist, (828) 257-4370 or by email at wchristie@fs.fed.us for webinar and online tutorial information.
ForWarn is the result of ongoing cooperation among federal and university partners. In addition to the Forest Service and NASA, the partnership includes the US Geological Survey; the Department of Energy's Oak Ridge National Laboratory; and the University of North Carolina Asheville's National Environmental Modeling and Analysis Center.

Submitting your website to the numerous online directories is an effective part of any Link Popularity campaign. While your traffic from many directories may be negligible or irrelevant, applicable incoming links to your website will help in your general search engine link popularity.
Backlink website free
Paying money for your directory submission can be a magnificent waste of resources. You can get just as good a result from submitting to free directories. Personally, I wouldn?t advise you pay for what you can get free elsewhere.
The best directories to submit your site to are Search Engine Friendly directories (those that genuinely have your site URL listed at some point, rather than outlinks that are simply code). Some will ask for a reciprocal link, some will not. One list of non-reciprocal directories is at http://add-a-url.info . Opinion at the moment is suggesting that non-reciprocal or one-way links are better, although any related link is useful. Directories that do not encode outgoing links will help your website?s Search Engine Ranking.
A web directory is similar an online phone book. It contains listings of web sites arranged by category. While most web directories don?t provide a lot of traffic it is still important to have your site listed in as many as possible. It helps build your web presence, assists with your site?s page rank and link popularity.
When looking for directories to submit your site to, the following are good places to start. Before doing this, make sure that the directory you are submitting to permits you to both submit URLs other than your home page (some only allow top level submission), and for the same site to be submitted to different categories (not all directories permit what are essentially multiple submissions of the same website). This will work especially if you have online tools or directories (such as your links page) on your site that are useful and appropriate to add to other directory categories. Choose the applicable directory category for your website. Most directories will have many categories you can submit your site to. Decide on the one that is most suitable, preferably a keyword that you are aiming for high search engine ranking in, and try to submit to the same or similar category in every directory, at least for your main page. This will increase the ranking of your site relating to the keyword chosen. Look here Get free backlinks here
Submit to different categories as long as your website is suitable to those categories. This will increase the number of incoming links to your website. Writing the title for your website is very effective. Try to include a keyword you are aiming for ranking in the title, but make the use of it appropriate. Describe your website in a way that will attract visitors. The length of your description will vary from directory to directory, but most will be under 250 characters. Some will allow up to 1,000 characters, and in those cases write the most all-inclusive description of your site and its features that you can. It is a good idea to write several descriptions of different lengths, say from under 50 characters for a brief overview, to around 150 characters for a fuller description, up to 250 characters for a yet more in depth listing, and finally a full description as previously mentioned for over 250 characters. Keep your listing pertinent to your website, insert keywords where suitable and appropriate, but do not just submit a keyword listing, as most directories will reject your submission. Save all your descriptions in a text file, and just copy & paste into the descriptions boxes when needed rather than typing the same descriptions out again and again.
Again, as with the description mentioned above, the amount of keywords you can use will vary from directory to directory. Some will not give the option, some will allow you numbers of keywords, whilst others go by numbers of characters. Make a list of all relevant keywords for your site, from most important to least, and basically keep adding keywords until either you get to the bottom of your list (unlikely unless your list is really short) or you run out allowed characters/keywords. Check what keywords your competitors are going for if you need inspiration. This can often be completed by viewing the source of a web page and checking the META tags. Again, save your keywords to a text file.
Make sure also people add your URL?s to all of these directory sites

Electronic commerce or e-commerce involves all activities related to the buying and selling of goods and services over an electronic media. EComerce originally referred to the facilitation of commercial transactions carried out over an electronic media using technologies like EDI (Electronic Data Interchange) and EFT (Electronic Funds Transfer). Today over a period of four decades technology has advanced tremendously resulting in the present hype about ecommerce. From conventional goods and services to latest digital content, almost everything you require is available over the electronic media. At present, almost all big retailers have established their electronic presence through the World Wide Web. Commercial transactions through credit cards, Automated Teller machines (ATM), telephone banking, online shopping, etc are all e-commerce activities.
In 1979 Michael Aldrich invented online shopping.
But it was not until after Tim Berns Lee introduced the World Wide Web in 1990 that the idea could take off to greater heights. In 1994, PizzaHut became one of those initial firms to accept online orders. The web browser Mozilla was released and the first online bank was opened in the very same year. In the beginning, magazine subscription, flower delivery and adult materials were attempted to be made available through
online transactions. For the security of transactions Netscape 1.0 introduced SSL encryption. The next major development was the launch of Amazon.com in 1995. Later the same year eBay was founded by Pierre Omidyar. Within a period of 7yrs eBay grew up to acquire PayPal for $ 1.5 billion. Several other developments happened and many companies came to the forefront in the field.
There are certain interesting terms used in the context of ecommerce. B2B or business-to-business refers to electronic commerce between businesses. Companies such as Amazon.com conduct B2C or business-to-consumers, which refers to electronic commerce conducted between businesses and consumers. Consumer to business transactions are referred to as C2B and consumer to consumer transactions as C2C. Business-to-employee transactions are referred to as B2E. Online shopping refers to electronic commerce where the buyers, with the help of an intermediary website like eBay.com, are able to become directly online with the seller?s computer.
The internet economy is booming day by day and business models the world over are changing drastically with the advent of electronic commerce. Electronic gadgets, computer products, books, music, entertainment, apparel, ticket, etc are the most popular ecommerce products. The costs saved through virtual offices allow them to provide exciting offers that make online shopping all the more popular with competing prices. Hence the present hype about ecommerce. Whereas the US and UK are already leading in ecommerce, amongst the emerging countries China is expanding its ecommerce presence with 384 million Internet users. Today there are different types of companies that facilitate ecommerce. There are websites purely launched for this purpose without any previous existence as a firm. There are firms that have extended an online portfolio to their distribution channels. In fact, most of the businesses today have their own website and many of them either offer online shopping directly or are listed with ecommerce enabling websites. One may be sure that with the advent and advances of ecommerce, the commercial world is becoming flat too.

Whether or not men should have a simple blood test to look for hidden prostate cancer has long been a controversial and confusing issue. A new study from Europe does little to resolve it.
Dr. Harvey Simon, editor of the Harvard Men?s Health Watch, has written thousands of words, and counseled many of his patients, about PSA testing. In the March 2012 issue, he discusses his own decision not to have routine PSA testing.
In this study of 162,000 men, those tested for prostate-specific antigen (PSA) were less likely to have died of prostate cancer over the course of the 11-year study than men who didn?t have the test. Deaths from any cause, however, were the same in both groups?meaning that the test didn?t save lives.
The researchers (and most news reports) highlighted the 21% relative reduction in deaths due to prostate cancer. That sounds like a lot. But here?s what it means in absolute terms: among men who had the PSA test, there were 4 deaths per 10,000 men per year, compared to 5 deaths per 10,000 men per year in the group that didn?t have the PSA test. The study was published in the New England Journal of Medicine.
On the surface, a relatively inexpensive test that can detect cancer in its earliest (and most treatable) stage looks like a winner. But the devil is in the details:
The U.S. Preventive Services Task Force, an independent panel of experts whose recommendations help define high-quality health care for most Americans, has long recommended that men over age 75 not get routine PSA tests unless there is a good reason to do so. Last fall, the task force issued a preliminary recommendation (now awaiting public comment) saying no to routine PSA testing for all men.
The new study is likely to strengthen the task force?s advice against yearly PSA testing. My own view is that we should reconsider the widespread use of PSA testing, especially the yearly screening that is common in the United States. To be worthwhile, a screening test should have clear benefits that strongly outweigh any risks. That hasn?t been proven for PSA testing.
This makes PSA testing a most individual decision. As my colleague Dr. Harvey Simon writes in the Harvard Men?s Health Watch, all men should talk about PSA testing with their doctors. Learn the risks, benefits, and limits of this test. Then decide with your doctor whether you should have the PSA test at all and, if so, how often.

TOKYO (Reuters) - Asian shares edged higher on Friday while the dollar took a breather as its recent broad rally spurred some profit taking, with a fresh batch of encouraging U.S. economic data further underpinning investor sentiment.
The MSCI Asia Pacific ex-Japan index <.miapj0000pus> was up 0.1 percent, for a weekly gain of nearly 1 percent. The index has risen 13.7 percent so far this year, recovering three-quarters of an 18 percent loss posted last year.
Japan's Nikkei <.n225> steadied and held near an 8-month high reached on Thursday. The benchmark is up nearly 20 percent this year, reclaiming all of last year's 17 percent drop. <.t/>
Analysts say the rebound is being driven mostly by investors buying back assets which they sold heavily last year when concerns were intensifying over the euro zone's debt crisis spinning out of control and hurting global growth.
"The market is still going through a relief rally more than chasing a new trend on global growth," Barclays Capital analysts said.
"We are getting into profit-taking territory," they added.
Sentiment has improved since then on signs of stronger U.S. growth, after Greece secured a second international bailout fund and as capital conditions improved at big U.S. banks. Fears of another global financial crisis also have eased substantially as central banks took aggressive measures to flood the system with ample cash.
The Standard & Poor's 500 index <.spx> on Thursday closed above 1,400 for the first time since June 2008, having risen about 11.5 percent this year without a major pullback. Some analysts have called for a consolidation while others see ongoing momentum.
European shares have also nearly recovered last year's declines.
U.S. jobless benefits claims fell to a four-year low last week, while the New York Federal Reserve's Empire State general business conditions index hit its highest since June 2010 last month. The Philadelphia Federal Reserve Bank's business activity index also showed manufacturing kept growing in the region this month.
With the dollar taking a pause, the euro's rebound helped gold extend gains on Friday, but bullion was set for a third straight week of losses as investors shifted to riskier assets.
"There's little need for a safe haven at the moment," said Lynette Tan, an analyst with Phillip Futures in Singapore.
Spot gold was up 0.3 percent to $1,662 an ounce, while copper edged up 0.1 percent to $8,570 a tonne.

YIELD DRIVES DOLLAR
The dollar dipped 0.2 percent to 83.40 yen, retreating from a 11-month high of 84.187 touched on Thursday. The U.S. currency steadied against the euro at $1.3084, easing from Thursday's one-month high of $1.3004.
The dollar's strength is closely linked to the rise in U.S. Treasury yields, where views are mixed about the outlook.
"The dollar's upside depends on whether U.S. yields will keep rising, and that in turn will determine how long a risk-on momentum will last," said Tohru Sasaki, head of Japan rates and FX research at JPMorgan Chase Bank in Tokyo.
U.S. Treasuries stabilized on Thursday after the worst selloff in four months, with the 10-year yield falling to 2.28 percent from a high of 2.35 percent reached earlier in the week, the highest since late October.
Positive economic data scaled back expectations for the need for more monetary easing by the Federal Reserve, putting upward pressures on U.S. yields.
"Since U.S. yields broke recent ranges, what had served as a ceiling may become a floor, but U.S. yields aren't likely to keep rising just yet," said a manager at a Japanese insurance firm, adding that 10-year Treasury yield could top at around 2.4-2.5 percent.
The U.S. economy is growing again but faces tough challenges that call for action to create jobs and foster expansion, U.S. Treasury Secretary Timothy Geithner said on Thursday.
Oil rebounded after a sharp decline on Thursday when Reuters, citing two British sources, reported that Britain had decided to cooperate with the United States in an agreement to release oil from government-controlled strategic reserves.
U.S. crude was up 0.4 percent to $105.50 a barrel on Friday, after falling to a session low of $103.78 on Thursday. Brent crude was up 0.4 percent above $123 a barrel.
Asian credit markets firmed strongly on Friday, with the spread on the iTraxx Asia ex-Japan investment-grade index narrowing by 7 basis points.

It certainly makes you feel small. A new interactive website takes you on a crash course through the history of our universe, all the way from the present day right back to 13.7 billion years ago and the dawn of time.
ChronoZoom, which went live yesterday, is a timeline that is subdivided into millions of years, which lets users zoom in on the most interesting eras - whether it's the birth of the first stars or when humans first walked the Earth.
Manipulating the slider, zooming in from the big bang through to the Mesozoic era for example, you get an intuitive sense of how our own existence on Earth occupies such a tiny portion of the scale. Each segment of time is packed with extras, like video clips or personal stories, or extra data about the period. Zoom in close to the very beginning of time and a separate chart appears that illustrates what happened in the first seconds after the big bang.
Submenus let users switch the focus from the cosmos section of the timeline all the way down to human prehistory and beyond.
ChronoZoom is a joint project between Microsoft Research, the University of California, Berkeley, and Moscow State University in Russia. It was conceived in a class about "Big History" at the University of California being taught by Walter Alvarez - the geologist who proposed the idea that the dinosaurs were wiped out by the impact of an asteroid hitting Earth. He says the idea is for ChronoZoom to help give some idea of the sheer scale of time.
Roland Saekow came up with the initial zoomable timeline concept during Alvarez's class in 2009 and has worked on ChronoZoom ever since. He says his idea "might one day help visualise all the information in Wikipedia or all the world's libraries".

BALANDI, Afghanistan (AP) ? As bullets flew, the Afghan woman scooped up her 3-year-old niece and ran for their lives. Moments later, the woman was dead and the girl lay bleeding from a gunshot wound.
It was the closing scene of a massacre that left 16 civilians, including nine children, dead in two villages in southern Kandahar province.
The U.S. is holding an Army staff sergeant that military officials say slipped off a U.S. base before dawn Sunday, walked to the villages, barged into their homes and opened fire. Some of the corpses were burned. Eleven were from one family. Five other people were wounded.
The military said Tuesday there was probable cause to continue holding the soldier, who has not been named, in custody. U.S. Secretary of Defense Leon Panetta has said he could face capital punishment.
Villagers ? angry at foreign troops, frustrated with their government and tired of war ? recounted the tragedy to a delegation sent to the scene by President Hamid Karzai. Two who lost relatives insisted that not one ? but at least two ? soldiers took part in the shootings.
President Barack Obama pledged a thorough investigation, saying the U.S. was taking the case "as seriously as if it was our own citizens, and our children, who were murdered."
In Afghanistan's first significant demonstration since the killings, protesters in the east burned an effigy of Obama as well as a cross, which they used as a symbol of people ? like many Americans ? who are Christians. They also called for the death of the soldier who has been accused.
On Tuesday, there was even more gunfire in Balandi, the village where 12 civilians were killed.
Taliban insurgents opened fire from behind some trees at members of the delegation, including two of Karzai's brothers. One Afghan soldier died of a gunshot wound to the head, while Afghan security forces returning fire killed three militants. Delegation members escaped unharmed.
Sunday's shooting rampage began in Balandi, a village about 1.5 kilometers (nearly a mile) south of the base.
Mohammad Wazir told the delegation that he was out of town when 11 of his relatives were slain at his house about 2:30 a.m. Someone called him in Spin Boldak, where he works as a farmer, and he hurried home to Panjwai district.
He said his sister told him that she heard gunfire and saw at least two soldiers firing inside their walled compound before she ran to hide in the kitchen of her uncle's home nearby.
"Everybody was shouting," Wazir said his sister told him. "My mother was in the yard closest to the Americans. They shot and killed her."
"My brother was shouting, 'Why are you shooting?' and they killed him," Wazir said. "Everybody was running in different directions. The children were running in one direction. The women were running in another direction, but they kept shooting."
When his sister emerged from her kitchen hideout, 11 members of Wazir's family were dead: his wife, mother, two sons, three daughters, his brother and sister-in-law, a nephew and a niece. Pieces of burned blankets were found near the bodies.
"My sister said that not only had they killed my family members, but they burned their bodies," Wazir said.
Members of the delegation said another man was killed inside his home in the village. They did not provide details of his death.
After the killings in Balandi, south of the base, four other people were gunned down in the village of Alkozai, about 1 kilometer (less than a mile) north of the base.
Sayed Jan said he was in the nearby city of Kandahar where he does construction work when the shooting occurred shortly before 3 a.m. at his house in Alkozai. He told the delegation that his cousins next door saw two men enter the house and gun down four people. The cousins ran to safety.
"First they killed my sister-in-law, then a brother," Jan told the delegation of Afghan security officials and lawmakers. "Then they killed another brother and then another sister-in-law."
Jan's 3-year-old daughter, who was in the arms of one of his sisters-in-law, survived. Jan, a widower, hasn't been able to see his daughter, who was taken to an international military coalition hospital at Kandahar Air Field, 65 kilometers (40 miles) northeast of the villages.
"They were running away and she was shot and injured," Jan said.
Marine Gen. John Allen, the top commander of U.S. and NATO troops in Afghanistan, said Monday in Washington that an Afghan soldier on guard duty reported seeing a U.S. soldier walk off the base. That report prompted a head count, which revealed that the staff sergeant was missing. A search party was organized, but others on the base could not find the missing soldier before the attacks occurred, Allen said.
Panetta said the soldier returned to the base on his own, told others what he had done and turned himself in.
Members of the Afghan delegation investigating the killings said one Afghan guard working from midnight to 2 a.m. saw a U.S. soldier return to the base around 1:30 a.m. Another Afghan soldier who replaced the first and worked until 4 a.m. said he saw a U.S. soldier leaving the base at 2:30 a.m. It's unknown whether the Afghan guards saw the same U.S. soldier.
If the gunman acted alone, information from the Afghan guards would suggest that he returned to base in between the shooting sprees.
"We're still investigating and looking at evidence, but right now everything points to one shooter," said Lt. Col. Jimmie Cummings, a spokesman for the U.S.-led coalition in Kabul.
Villagers also reported seeing helicopters circling Balandi the night of the shooting. They gave members of the delegation empty canisters that the choppers had dropped to illuminate the area. Helicopters ferried the injured to Kandahar Air Field.
Cummings said there were no combat or close air support operations in the two villages at the time of the shootings.
Col. Gary Kolb, a spokesman for the U.S.-led military coalition in Kabul, said a 48-hour probable cause assessment was completed and that the service member continues to be confined.
U.S. officials have identified him as a married, 38-year-old father of two who was trained as a sniper and recently suffered a head injury in Iraq.
A senior military official said investigators are looking into the possibility that alcohol played a role.
The official, who spoke on condition of anonymity because the investigation is under way, said it's unclear whether the suspect had been drinking before disappearing from his base or whether alcohol was simply found in his living space there. Military rules prohibit the use or possession of alcohol in a war zone.
At the White House, a stern Obama said "we will make sure that anybody who is involved is held fully accountable with the full force of the law."
The anger among Balandi residents was on display Tuesday.
"Today, the Kandahar governor was trying to explain to the villagers that he was only one soldier, that he was not a sane person and that he was sick," said Abdul Rahim Ayubi, a Kandahar lawmaker who was in Balandi with the delegation.
"But the people were just shouting and they were very angry. They didn't listen to the governor. They accused him of defending the Americans instead of defending the Kandahari people," Ayubi said.
The Taliban attack came as members of the government delegation left a village mosque where a memorial service was being held for the victims.
Shots were fired just as Qayum and Shah Wali Karzai, two of the president's brothers, and other top Afghan officials were leaving the mosque. They were unharmed.
Before they left, the delegation members started to pay out compensation to relatives of victims ? $2,000 for each death and $1,000 for each person wounded.
The gunbattle came as images of the aftermath of the killings spread across the country, and the public reaction ? which at first seemed surprisingly muted ? began to build. Photographs of dead toddlers wrapped in bloody blankets in Panjwai started to make the rounds in Afghanistan on Monday. The images were broadcast on Afghan TV stations, and people posted them on social network sites and blogs.
Students in Jalalabad protested the killings, raising concerns about a repeat of the wave of violent demonstrations that rocked the nation after last month's burning of Qurans by troops at a U.S. base. Students shouted "Death to America!" and, "Death to the soldier who killed our civilians!"
"The reason we are protesting is because of the killing of innocent children and other civilians by this tyrant U.S. soldier," said Sardar Wali, a university student. "We want the United Nations and the Afghan government to publicly try this guy."

Associated Press writers Rahim Faiez, Sebastian Abbot and Heidi Vogt in Kabul and Pauline Jelinek and Bob Burns in Washington contributed to this report. Associated Press photographer Rahmat Gul contributed from Jalalabad, Afghanistan.

The investigation into the shooting death of 17-year-old Trayvon Martin inside a gated Sanford community could wrap up today, police said.
Trayvon was shot last month by volunteer crime watch captain George Zimmerman who reported a 'suspicious person' in the neighborhood just minutes before the deadly shooting.
Investigators plan to turn the case over to the Seminole-Brevard State Attorney's Office, the agency responsible for making a charging decision.
Sanford's mayor, chief of police and city manager plan to hold a news conference this afternoon at 4 p.m. Police have been under intense public scrutiny for failing to make an arrest.
Zimmerman was taken into custody after the shooting, but released after he claimed the shooting was in self defense.
The teen's family says they believe Trayvon was shot because he was black. The shooter is a white man.
Trayvon, a Miami high school junior, was walking back to his father's fiance's apartment from the store with a package of Skittles in his pocket. Zimmerman, the captain of his crime watch group, was driving through his Sanford neighborhood, on the lookout for trouble.
He saw the teen and called police. Two minutes later Trayvon was on the ground, dying from a single gunshot wound. Police found Zimmerman standing nearby, a gun in his waistband and blood seeping from injuries to his nose and the back of his head.
That was Sunday, Feb. 26. Sanford police cuffed 28-year-old Zimmerman, took him to police headquarters, interrogated him then let him go.
He told them he had acted in self-defense.
Last week Trayvon's father, Tracy Martin, held a news conference in Orlando and called on Sanford police to arrest Zimmerman for murder.
"It's senseless," Tracy Martin said of his son's death. "We feel justice hasn't been served."
The teen was buried this weekend in Miami.
Check back for more information.
